Reverend Roger L. Locklear
Mr. Roger L. Locklear, a Native American Lumbee Indian, was born in Baltimore, Maryland on October 2, 1957 to Earl B. Locklear and Inez B. Hensley Locklear. His father is a native Lumbee Indian from Roberson County North Carolina.
Roger is a graduate of Northwest Bible College, 1984, with a BS Degree in Education. He met his wife, Vicki James Locklear, while attending college in Minot, North Dakota. Vicki is a native of North Dakota. They married August 13, 1983 in Minot and after graduation in 1984 they moved to Baltimore, Maryland to assume a position at the East Baltimore Church of God. While in College Roger served as student body president for two consecutive terms, 1982 and 1983 and as senator-at-large for 1982. He was very active in student government. He also served on the North Dakota American Red Cross Board of Directors. He was also nominated as America's Who Who's Among American Men for 1982 and 1983 by the president of Northwest College. Roger's professional careers includes 25 years of ministry in the Church of God as minister of music, pastor of administration, counselor and assistant pastor. Also, Roger has worked with mentally handicapped adults and children as counselor for ten years at Progress Unlimited of Owings Mills, Maryland, a care provider for the mentally challenged and for 6 years as director of the Boys and Girls Clubs for the Salvation Army, and for the Harford County Boys and Girls Clubs. Roger served on the Human Rights Committee for three years for the mentally handicapped while employed by Progress Unlimited. For the past several years Mr. Locklear has worked diligently as advocate for Native American's in the Baltimore metropolitan area and currently serves as a member of the Board of Directors for Native American Lifelines. He has worked as a drug addiction counselor and advocate for American Indians. Roger is a gifted and talented musician as well as a community leader and serves on the Church of God State Music Committee for the Delmarva Region. He worked for over 20 years each year volunteering at youth camps in Howard County. Each year Roger volunteers to work with the Salvation Army Christmas distribution to Baltimore, where he also serves as Christmas Mall Coordinator with the toy drive. He and his wife are advocates for underprivileged children and are licensed foster-care parents for emergency placement of children in crisis, through the state of Maryland.
Roger enjoys music, fishing and working with children. He is married and has four children, Travis who is 20 years old and works as a manager for Royal Farms and attends college part time. Danielle, 17, who graduated from Edgewood High School this year and works for the YMCA child daycare as a provider for children. Joyce, who is their adopted daughter, 12 and in Edgewood Middle School, and Courtney, who is 8 attending Deerfield Elementary School.
Mr. Locklear's goals is about helping to make life and community better for people.
